Hajar Premanisme! a Broken Windows Theory

But how can a neighborhood be "safer" when the crime rate has not gone down -- in fact, may have gone
up? Finding the answer requires first that we understand what most often frightens people in public
places. Many citizens, of course, are primarily frightened by crime, especially crime involving a sudden,
violent attack by a stranger. This risk is very real, in Newark as in many large cities. But we tend to
overlook or forget another source of fear -- the fear of being bothered by disorderly people. Not violent
to people, nor, necessarily, criminals, but disreputable or obstreperous or unpredictable people :
panhandlers, drunks, addicts, rowdy teenagers, prostitutes, loiterers, the mentally disturbed.

Baru-baru ini di jl Bakti no.24 ," Bos, gimana urusannya itu? , kata gue ke rekanan di kantor. Dia bales,"Wah lagi susah nih , orang2 kayak Saya lagi diuber-uber". Gue baru inget lagi bahwa sedang terjadi perang terhadap premanisme di mana-mana. Sepertinya Polisi sedang mengejawantahkan Broken Windows Theory diatas. Di Amerika sana banyak sekali penerapan Broken Windows Theory yang bertujuan mengurangi tingkat kriminal. Yang dihajar adalah prilaku tidak beres di lingkungan baik dari pemabuk sampe pelacur.
Namun ada juga yang "menghajar" teori "jendela pecah" ini .

Dubner, which presents a controversial theory claiming that the legalization of abortion in the 1970s was the biggest factor in the crime drop of the 1990s. According to this hypothesis, the decline in the birth of unwanted, often poor and fatherless children in the '70s, led to a decline in the number of juvenile delinquents in the '80s and hardened criminals in the '90s.

Nah kalau yang ini bisa mengacu ke uu anti pornography yang kontroversial itu. Bisakah UU Anti pornography mengurangi tindak kriminal di Indonesia?
